Town Hall 1: dRep whitepaper community review

Community Governance Oversight has been funded in Fund 8 to create a whitepaper regarding different aspects of decentralised representatives (dReps). The whitepaper is now at a stage where we ask the community to give their input to the draft version through a community review.
